API provides extensive support to airport authorities and transportation firms for pavement design and specification development as part of the bid package preparation. API has conducted many initial airport pavement management programs (PMP) and has updated several existing PMP systems.

 

This work has included pavement condition index (PCI) surveys; development of state-of-the-art software for use in collecting and uploading pavement distress data into a PMP, such as PAVER; database development, Geographic Information System (GIS) map preparation, and development of the first truly dynamic web-enabled airport PMP in the United States for the Maryland Aviation Administration (MAA).

Wayne J. Seiler, Ph.D., P.E.

Dr. Seiler, a recognized pavement specialist, has almost 40 years of extensive experience in all areas of pavement engineering. Dr. Seiler has completed numerous pavement evaluations, rehabilitation designs, and pavement management work for several commercial airports and military facilities across the country. He also has comprehensive research experience and has published several papers on pavement engineering issues. Dr. Seiler has also been involved with ongoing FAA research through the Innovative Pavements Research Foundation (IPRF).

 

José M. Arze

With more than 20 years of specialized pavement engineering experience, Jose has considerable knowledge of Pavement Management Systems (PMS), Geographic Information systems (GIS), NDT, and software development. He is at the forefront of innovative technologies such as field data collection using GIS and GPS deployed over mobile computers equipped with geo-referenced spatial APMP data, automated data collection using digital pavement imaging, and dynamic pavement management system reporting for internet deployment. 

Kiran Pokkuluri, P.E.

Mr. Pokkuluri’s has over 20 years of experience covering both highway and aviation projects all over the United States. This has included development and maintenance of pavement management systems at various airports and roadway facilities, design of new and rehabilitation of existing roadway and airside pavements, forensic evaluation of pavement failures, analysis of non-destructive (NDT) test data, and training of client and in-house personnel.
